The 5000 is a piece of cake to service compared to the 5300. At least the video heads used in these two models are interchangable. I only wished the 5300 and 5350 had picture search. About the 5300 with the stuck FF/REW LEDs, have you tried resoldering the main microcomputer IC LM6402A? It sounds like a a strange syscon fault to me. If there's a broken solder connection in the system control circuit, you might be able to narrow down the fault by flexing the VD-2 board slightly or by tapping the connections of the ICs and other components with the handle of an insulated screwdriver.
