I had a deeply impractical idea of how to use this device as a timepiece, slaved to a master clock, without depriving it of its specific function as a water-level indicator.

You will need:
Gents transmitter.
Standpipe about 13 feet tall.
Tank of equal volume (mounted beneath standpipe).
Electric pump to fill standpipe from tank in a few minutes.
Needle valve able to regulate standpipe discharge at 1 foot per hour.
Valve servo-actuator comprising two impulse slaves and differential gear.
Two float switches, various relays.
Access to master clock impulses.

The constructional details should be apparent from the apparatus list

Hi Andy, just thought of another alternative practical use .... a children's behavioural level meter with rewards.

This will require two over ride buttons on the front panel (if not already fitted) to advance or retard the displayed time.

Start off by setting the time to 12:00 O'clock. If the children are behaving then let them advance the time in proportion to how good they have been. If the children have misbehaved then let retard the time by a proportionate amount.

Once say 1 O'clock reached, reward them with a bar of choc, and then as each additional hour is reached, increase the reward(s) accordingly.

Based on my experience with our children's & grand children, I reckon they will regard this as great fun & who knows it may even result in extremely well
behaved children ?

Rog.
That wouldn’t work for me as I don’t have any children. Andy

At the very least this machine is a superb talking point, you'll be able to see the frown when people get up close to have a look. There's fun to be had telling unwelcome guests that it's a tide clock.. especially in your neck of the woods!
