To me it looks HVAC or plumbing related, never seen one before though.

Perhaps it MIGHT be worth enquiring of of the owner/occupier of the property what the item is for ? They might say "private" or "nothing to do with you" but it can't be that private if exposed to public view.

Or perhaps a drone flight could take more detailed pictures, perhaps including name plates or other data, or temperature readings.

Very unlikely in my view as exposed to the cool outside air.
Many forms of superheater and economiser existed for steam boilers, but all were intended to be surrounded by hot flue gases, not to be partly exposed to the outside air.

2012. Looks like it's been modified since...

Do I spy a pair of pipes creeping round the base of the chimney? Maybe it's the expansion pipes of 2 hot water storage systems?
The narrow bit is the pipe. The thicker part is probably lagging.

Looks a bit like an electrically shielded magnetic loop aerial, especially with the gap at the rear.
