Default What is this?

This looks like a valve inside but like a SES bulb on the outside. Is it a shielded bulb? or something else?

Looks similar to an 'Osglim' lamp - a neon... https://valvecollector.uk/cv981.htm

The '83' is interesting - I may be off on a tangent but my CV981 is one of a series of indicator lamps CV981, 982 and 983. I wonder if the 'CV9...' part has worn off.

It looks rather elaborate for a simple indicator lamp.
I suspect some special application that needs a cold cathode discharge lamp with a relatively high intensity along the axis of the cylinder.

Original recording of optical sound track on movie film ?

Stroboscope, for examining moving machinery as if it were stopped.

Counting or measuring items as they pass on a conveyor.

Long range smoke detector ? a beam of light is passed along the length of say a factory to a distant receiver that detects dimming due to smoke absorption. Often used a light source modulated in the audio range, to avoid interference from daylight or from line frequency electric lights.

Carbon monoxide detector, similar to the above but with special optical filters, whereby the absorption by carbon monoxide, of certain wavelengths was detected. Probably an Argon lamp rather than neon in that case.

Stick it across the mains with 100k in series and see what happens.

Resistor can be reduced/increased depending on dimness of glim!
