Presumably, If anyone had a mis-wired plug with N and E crossed, the mercury coloumb meter would record an imbalance and they would be under suspicion of meter fraud?

It's inconceivable that steps wouldn't have been taken to detect fraud, once it became common knowledge.

There used to be a popular urban legend about that. But as long as the meter is only sensing the current in the live side, and not relying on there being an equal current in the neutral, it ought still to count every Joule.

Of course, it wouldn't work in an RCD-protected installation, anyway .....
