the 2C184 is a ZX81 ULA - not the late one with the back porch fixed on video unfortunately, but there is a nice little circuit in the public domain from 'zigg' which generates the missing back porch and there are PCBs available for that mod, which are intended to replace the innards of the modulator and provide properly formed composite out.
