Default Panel exchanges

I've been following Sarah and her colleagues at the Connections Museum in Seattle
https://www.youtube.com/@ConnectionsMuseum
As well as a Crossbar switch, they also have a Panel but I've only heard of Panel exchanges in a US context, so my question is, were they ever used in the UK, and if not, why?
