Which is on the same lines as a baby's cry, but with the opposite purpose.
Just the job for a computer these days, better still AI. If there was a secret payload it won't last long.

I'll tell you exactly what the buzzer is, the Russians thought how can we mess with that lot in the West? So some clever Natasha or Boris said "I know let's put a few odd transmissions on shortwave that will get them wondering and keep their minds occupied.

Sorry this is all new to me. l read this thread and found the buzzer last night on my Racal RA17

What's the transmission actually for? And why are we not supposed to monitor it, what secrets could you possibly learn from monitoring it?

Yes, it's still operating and being jammed by some naughty Ukrainians playing music over it.

Also known as UBV-76 so anyone interested can find loads about it via the internet. It's one of quite a few known odd Russian military signals. There are the Pips, Squeaky Wheel and others. A small part of the murky world of Numbers stations. Britain has (had?) them too.

Nobody outside of those involved actually knows.

It's been on the go for many, speculation-filled years. Choose your own theory. The nastiest one was that the soviets had built a doomsday weapon to destroy all life on Earth should they lose a war, and the buzzer is the 'don't trigger' signal.
