Default Silver Reed EX33 MD typewriter

We have this electronic daisy wheel type writer that almost works, but the display does not function because the Enable bit is permanently low. This is driven from a 16V8H PAL with no output on this pin. At this point we get lost. Does anyone have a circuit diagram for this type writer, or know anything about the PAL programming for this device??

The type writer appears to be stuck in some funny mode, it starts correctly but at no stage can we get the character hammer to operate. Driving the hammer circuit manually works so there is no output from the processor driving the hammer circuit.
