Can you post the portion of the circuit diagram showing the heater chain please.
I've never repaired or restored a vintage TV in my life, but there's a certain commonality between their circuits. In my opinion you're not going to be able to fix this TV simply by asking questions on here and responding to the answers. You need to do some reading on TV circuit theory.

I do have my doubts as to whether the OP ought to be attempting an old TV of the 405–line live–chassis type – there were many "quirks" and complex portions of circuitry in quite unambitious receivers of this age that caught many experienced engineers out – my recommendation is he puts a request in the appropriate thread for assistance! Certainly myself or many other Members could give a step–by–step guide but I think it would be too complex for the OP to follow – he posted.a component–layout diagram when asked about the circuit, leaving me in some doubt as to whether he can recognize and understand a circuit diagram and pick out the appropriate parts of it. Chris Williams PS What makes matters worse is that virtually all of the so called "TV Fault Finding/Troubleshooting" books online relate entirely to American 525 line only sets with their totally different mains voltage, scan and signal frequencies, etc., & and not one of these books are of help to the OP! The best tip I can recommend is to get the set of four "TV Theory and Servicing" books by G.N. Patchett – these are free from the Internet Archive, and begin by reading through Volumes 2 and 4 as a starting point.

The diagrams are a bit unclear, but as far as I can see you've snipped out C155 which is wired across the mains. The set will work without it.
The heater chain runs:- mains - F2 - S2 - R79 - R78 - R76 - R75 - V12 - V13---------V8 - CRT - chassis - S1 - mains. You need to check continuity round this chain using your meter on a resistance range. You will of course need to bridge F2's holder when you do this. As a short cut you could check that you have continuity between the L and N pins of the mains plug and that the reading changes if you remove a valve The trouble is that, even if the chain has continuity, any of the capacitors from the heater chain to chassis could be short-circuit. This will cause some valves to light, but not others and may apply excess voltage to those valves which do light up. You really need to change all these caps.

I assume that "1" on your meter denotes an open circuit? It's what you'd see with the leads not touching. With the leads touching you should see a low reading. If the heater chain is open circuit you'll have to test round the chain to see where the break is, I assume that any fuse in the mains plug was good, the mains switch was in the ON position and F2 bridged?

OK. we'll await results.
After a long period of disuse the contacts in the mains switch may not be making correctly. If that's the case temporarily bridge them.
