I had that thought too, I suspect some sort of impasse may occur as the rules are the rules! I'll ask my club president as he has a friend in the enforcement side of ANFR.

While I'm at it, I was hugely wrong in rate of reciprocals being issued. Testing ANFR's listing by searching call-signs to "feel" find the end of F4Vxx I see the last issue presently is F4VRS !!

You can do searches yourself, I cannot send the direct link, you have to choose the "radioamateurs" magnifying glass from the link below and then enter either callsign, postcode, or surname.

Like UK listings it will say if the call is issued but the holder has asked for details to be witheld.
