The comment regarding even those bits of the loom already covered by a transparent sheath is down to how shielding is applied. This is actually aluminium foil wrap, and extends over the connector - so it is rather loose. In the Perseverance rover the foil has been covered with Kapton wrap. But nevertheless in order to secure the shielding in place, spot ties are applied starting close to the connector and at defined distances along an isolated loom.
