Default Wolf 1/2" Chisel Mortiser

Good Afternoon

I have come across the above drill pillar, and what has puzzled me is a piece of S shaped metal on the top, that clips to the bolt on the top (in the 'Metal Piece' photos). I have had it suggested that it is to grip the mains cable to keep it out of the way, although not too sure.

The photos shown are: the label, the whole pillar and two photos of the metal piece.

Regards

My Hoover Junior had one of those to stop the cable unravelling, and many modern vacuum cleaners have a similar plastic thing.

Could it be somewhere to store the chuck key?
