I think the inrush current on switch on magnetising the transformer could easily pop the fuse depending on the point on the AC sinewave at the instant the contacts in the switch close. One of my big power supplies goes with a big BOING when the switch closes now and again!!

The old Farnell H60/50 is classic for that. More of a GDUNNNNG than a BOING though
13A plug fuse best replaced with something a bit less fragile (The main switch on the PSU is a suitably rated circuit breaker)
