Hi Tim
I've looked at the flutter by watching a trace of a recorded tone on a scope. I was not sure if it was amplitude variation or frequency but scope showed it's frequency. It sounds like vibrato

If it's speed change in time with a capstan rotation then yes it has to be flywheel/bearing/capstan shaft. Confusing.

Particularly as everything looks perfect. When I suspected flywheel balance wrong I managed to add weight to get it to run steadily but at 7 1/2 ips the out of balance forces shook the machine!
