The 2 off ECH21 plus EBL21 or U equivalent circuit was a war-time Philips Eindhoven development intended to save cost; more info
here. Tesla and Philips seemed to have some sort of commercial relationship at the time, hence Tesla's use of the circuit during WWII and continuing into the late '50s.
