It looks like it could be the top of one of those enamelled steel industrial downlighters (usually flattish shape, white on the inside and green on the outside) If so there would have also been a weatherproof cap.

Just had a surf--the aptly named 'skinflint design' are asking £275 GBP for a complete simplex downlighter !
