I don't know if the law has changed, but in the 1980's when satellite tv was becoming popular, communal satellite dishes were usually illegal. This was because a dish serving more than one residence was, in law, a cable network, and the law had given exclusive rights to cable operators, meaning that there could only be one operator in any given area. An item in the "New Scientist" at the time reported that, while one government department was encouraging the use of communal satellite dishes to avoid their ugly proliferation, a representative of the cable operators confirmed that legal action would be taken against any communal satellite dish installation. Communal aerials for terrestrial TV were exempt.
