Of course, caps usually fail short, but a dry joint on the leg (and Philips did like a dry joint!) would cause the same effect.
I bet at the time, customers were incredulous that the failure of a 50p capacitor resulted in needing a new CRT & scancoils and I guess would normally write the set off.

Yes indeed, I've replaced a good few 20ax picture tubes with the neck punctured, that main smoother was a killer!, the scan coils would just come off in your hand with the electron gun still attached!, circuit protection has come a long way since.
