Just had a look at it today I don't know how the idler is surpose to work but what I have found is if I press rewind or forward while not playing a tape the top idler cog is stopping short and not engaging with the tape cog but if I push the bottom of the idler with the rubber seal across first and then press forward or move it the other way rewind then it works until I press stop.
