Default Philps N4504 locks up when trying to play a tape

My Philips N4504 locks up when trying to play a tape, FF & rewind all working OK.

I think more of a description would be helpful in getting a response. What exactly does 'lock up' mean for instance? Does it blow a fuse? Does the play button latch but cannot be released using the stop button? Does the play button do nothing? Does the pinch roller engage but the tape doesn't move, but subsequently pressing stop releases the pinch roller? Etc.

Is the capstan turning? If not, you probably need a replacement belt.
