If a Megger test shows >2 Megohms between line/neutral pins and chassis, then it's technically as safe as any modern electrical appliance and would pass a Class II PAT - with the exception of not meeting current Class II methods of construction.
Personally I'd leave it unmodified, as this will enhance its value. If you do sell it, fitting a captive RCD plug and getting the purchaser to sign a disclaimer would be appropriate. This is a specialised receiver likely to be bought by another enthusiast and hopefully remain within preservation.
