I wonder if part of a scrap PC keyboard could be adapted?
I have an old electronic organ keyboard somewhere if you wanted to get sophisticated and could collect it.
The torch works because neon lamps are, perhaps surprisingly, photosensitive.
Edit: Which is a sort of obvious statement!

The keys don't need to be terribly low resistance.... how about a bit of PCB cut into a coomb shape with individual fingers pressing down onto a carbon 'pill' contact?
